What is NTUC UTAP?

UTAP is a program for NTUC members to defray their cost of training. Members who sign up for courses supported under UTAP can enjoy a 50% discount off unfunded course fee support for up to $250 each year.

There is also Enhanced UTAP for NTUC members aged 40 years and above. These members get increased funding support of up to $500, capped at 50% of their unfunded course fees (applicable from 1 July 2022 to 31 December 2022).

Eligible for UTAP Credits - Vertical Institute

Am I eligible for UTAP?

UTAP is available for all NTUC members who meet the following requirements:

  1. Paid-up NTUC union membership before course commencement, during the entirety of the course duration, and at the point of claim.
  2. Courses by training provider must be supported under UTAP, and the course training must commence within the supported period.
  3. Courses taken must not be funded through company sponsorship or other types of funding.
    Unfunded course fee must be S$20 and above.
  4. You must have achieved a minimum of 75% attendance for each application and sat for all prescribed course examination(s), if any.

How it Works

Members are unable to select the amount they wish to claim from UTAP. Instead, UTAP funding is fixed at 50% of the unfunded course fees and capped at $500 every year. The table below is an example of how the NTUC UTAP funding works. Please note that it is only applied after the application of other government subsidies such as IBF Funding and SkillsFuture Credits.

How to claim NTUC UTAP

UTAP claims can be made after course completion (within 6 months after the course ends). Before applying for UTAP, ensure that the course training commences within the supported period, as application of UTAP on training that starts after the stipulated date will be rejected.

You can check the status of your UTAP claim application by going to NTUC’s ‘E-SERVICES’ tab and clicking on ‘LinkPoints/Rebates/UTAP Balance’. If the application is approved, you will receive your UTAP funding within 4 to 6 weeks by GIRO or cheque (in the event that your bank account information cannot be verified).

To support your claim, you may be requested to submit a copy of your course certificate/tax invoice/tax receipt/statement of evidence via email – please ensure that you keep a copy of these supporting documents for audit checks when necessary.

3. Click on e-Services, then UTAP Application – click the ‘Read More’ button to proceed

4. Declare your NTUC Membership

5. Fill in your course information, and check that your particulars and bank account information is correct

6. Once confirmed, click ‘Submit’

Frequently Asked Questions

Who is eligible for NTUC UTAP?

The Union Training Assistance Program (UTAP) is a training benefit for NTUC members to cover their cost of training. This initiative was made to encourage more NTUC members to upskill themselves with the relevant in-demand skills.

How do I apply for NTUC UTAP?

You can apply for UTAP via the website – https://skillsupgrade.ntuc.org.sg/ within 6 months after successful completion of the course. Do note that late applications exceeding 6 months from the course end date will be voided.

When can I receive my claims?

Once you have met the claiming criteria and completed the claim successfully, you should receive your claim(s) within 4 to 6 weeks after submitting the relevant information. For audit purposes, you may be required to submit relevant documents such as course fee receipts, certificates, and more whenever requested by NTUC. Failure to do so may result in claim delay, or rejection.

Is there a limit to the number of courses that I can apply for UTAP?

Depending on the course duration, you may apply for more than one course in a year, as long as you do not exceed your annual cap of $250 / $500.

You may check your NTUC membership status by calling the hotline at 6213 8008 and select the following options:
