UTAP-funded courses have been helping NTUC members upskill at 50% of the cost for years, but the benefit just got significantly more useful. From May 2026, NTUC expanded UTAP beyond course fees to cover AI tool subscriptions too. So if you have been sitting on your membership without making use of it, now is a good time to pay attention.

What Is NTUC UTAP and What Changed in 2026?

The Union Training Assistance Programme, commonly known as UTAP, is a funding scheme that helps NTUC members reduce the cost of approved training courses in Singapore. Members who enrol in eligible UTAP-funded courses can claim 50% support on their unfunded course fees, subject to annual funding caps and eligibility requirements.

UTAP is commonly used alongside SkillsFuture Credit, allowing members to further reduce their out-of-pocket course fees after government subsidies have been applied.

To qualify for UTAP, members must:

  • have an active paid-up NTUC membership
  • attend at least 75% of the course
  • submit their UTAP claim within 6 months after course completion
  • avoid double claiming through full company sponsorship or overlapping funding support

How Much Can You Claim Under UTAP?

The amount you can claim under UTAP depends on your age group and remaining annual funding balance. Members aged 40 and above receive a higher annual cap, allowing them to offset more course fees within the same calendar year.

The annual cap is shared across all eligible UTAP claims within the same calendar year.

What Changed in May 2026?

Before May 2026, UTAP only covered course fees. From 1 May 2026 to 30 April 2028, NTUC expanded UTAP under its AI-Ready SG initiative to also cover AI tool subscription fees. 

This means eligible NTUC members who complete certain UTAP-approved AI courses may now claim:

  • 50% support on remaining course fees
  • 50% support on approved AI tool subscriptions such as ChatGPT, Claude, and 19 other approved tools

The AI tool subsidy shares the same annual UTAP cap as course fee claims and is not provided separately on top.

To qualify for the AI tool subsidy, members must:

  • complete a UTAP-approved AI course with at least 75% attendance
  • subscribe to an approved AI tool within 1 year after course completion
  • submit a separate UTAP claim within 6 months from the AI tool subscription start date

The AI tool subscription must also be for personal use only.

What the New AI Tool Subsidy Means for NTUC Members

One of the biggest additions to UTAP in recent years is the introduction of support for approved AI tool subscriptions. As AI becomes increasingly embedded into daily work, NTUC has expanded UTAP to help members not only learn AI skills but also continue using AI tools after completing their training.

The subsidy window currently runs from 1 May 2026 to 30 April 2028.

How the AI Tool Subsidy Works

To qualify for the AI tool subsidy, members must first complete a UTAP-approved AI course with at least 75% attendance. After completing the course, they can subscribe to an approved AI tool and submit a separate UTAP claim.

At Vertical Institute, two courses qualify as UTAP-approved AI courses that unlock this benefit: the WSQ Generative AI Course and the WSQ AI and Data Science Course. Both are beginner-friendly, WSQ-certified, with flexible weekday and weekend schedules. 

To be eligible:

  • the AI tool subscription must begin within 1 year of course completion
  • the subscription start date must fall between 1 May 2026 and 30 April 2028
  • the claim must be submitted within 6 months from the subscription start date
  • the subscription must be for personal use only
  • the AI tool must appear on NTUC’s approved list

The subsidy covers 50% of eligible AI tool subscription costs, subject to the member’s remaining annual UTAP balance.

Which AI Tools Are Covered?

NTUC’s approved list currently includes 21 AI tools spanning productivity, research, coding, design, content creation, and media generation.

Some commonly used tools include: 

  • ChatGPT: An AI assistant commonly used for writing, research, brainstorming, summarisation, coding support, and workplace productivity.
  • Claude: An AI assistant known for handling long documents, detailed analysis, report writing, and complex reasoning tasks.
  • GitHub Copilot: An AI coding assistant that helps developers write, review, and debug code directly within their development environment.
  • Google AI (Gemini): Google’s AI assistant that integrates with tools such as Gmail, Docs, Sheets, and Search to improve productivity.
  • Suno: An AI music generation platform that creates original songs, instrumentals, and audio content from simple text prompts.
  • Perplexity: An AI-powered search and research tool that provides cited answers from live web sources.
  • Canva: A design platform with built-in AI tools for creating presentations, social media content, and marketing materials.
  • CapCut: A video editing platform that uses AI to assist with captions, editing, effects, and content creation.

The approved list may be updated periodically, so members should always verify the latest eligibility requirements before subscribing.

Why Timing Matters – A Real Example

The AI tool subsidy window currently runs until 30 April 2028. While that may seem some time away, members cannot simply subscribe to an AI tool and claim immediately. They must first complete a UTAP-approved AI course, meet the attendance requirements, and then submit a separate claim for their AI tool subscription.

Because the AI tool subsidy shares the same annual UTAP cap as course fee claims, it is useful to understand how both benefits work together.

For example, a Singapore citizen aged 40 and above who enrols in the WSQ Generative AI Course and subsequently subscribes to ChatGPT, costing approximately SGD $310 per year, could see their costs reduced through a combination of funding support.

In this example, the learner receives support for both training and AI tool usage while still remaining within the annual UTAP cap. Depending on how much UTAP funding has been used during the year, there may also be a remaining balance available for additional eligible claims.
